Brazilian municipal and state animal welfare initiatives
Overview
Various Brazilian municipalities and states are expanding legislative and public health efforts to improve animal welfare and manage domestic pet populations.
At the state level, Rondônia has seen the enactment of five laws spearheaded by deputy Ieda Chaves, covering microchipping, the prohibition of inadequate confinement, and the recognition of community animals. These legislative efforts have secured R$ 2.5 million for veterinary services and established rules for pet breeding. In Rio de Janeiro, legislative progress includes the approval of Law 11.096/26, which establishes a New State Code of Animal Rights, permitting small-sized pets to enter public establishments when accompanied by their owners.
Local governments continue to focus on population control and public health. In Apucarana, Pará de Minas, and Sorocaba, authorities have intensified free spay, neuter, and microchipping programs. Additionally, Salvador and Campo Grande have launched rabies vaccination drives. In Ribeirão Pires, officials approved the creation of a dedicated Secretariat for Animal Welfare to manage veterinary services and combat cruelty.
In Araraquara, the municipal chamber unanimously approved a policy ensuring animals have access to food, water, and veterinary care, while specifically prohibiting the separation of kittens from their mothers before 60 days. In Natal, a municipal decree addresses animal hoarding through an interdisciplinary approach involving health, social assistance, and environmental sectors. Recent public initiatives have also expanded to include adoption events in São Paulo and Sorocaba, as well as the recovery of stray equines in Parauapebas to improve animal well-being and traffic safety.
