Brazilian National Land Transport Agency regulatory actions

The Brazilian National Land Transport Agency (ANTT) has initiated several regulatory and infrastructure developments. The agency approved two major highway concession projects under the 5th Stage of the Federal Highway Concessions Program. These include the Rota 2 de Julho project in Bahia, involving R$ 14.33 billion in investments, and the Rota Agro Central project, which covers highways from Cuiabá to Vilhena with R$ 6.13 billion in planned infrastructure investments.

In addition to infrastructure concessions, ANTT has authorized pilot programs for a new traffic enforcement system that measures average vehicle speed via cameras. This technology records license plates and the time a vehicle passes between two or more specific locations to calculate average speed over a distance. The initial 180-day testing period is described as “strictly technical, educational, and experimental,” meaning no fines or traffic infractions will be issued based solely on the recorded average speed.

Testing locations include the Anita Garibaldi Bridge in Santa Catarina and the Rio-Niterói Bridge in Rio de Janeiro, alongside various stretches of federal highways in states such as Espírito Santo, Goiás, Mato Grosso do Sul, Minas Gerais, Paraná, Rio Grande do Sul, and Santa Catarina. Concessionaires must provide periodic reports to ANTT and install specific signage to inform drivers of the monitoring. Furthermore, the agency is introducing a digital notification system that offers up to a 40% discount on fines for transporters who opt for electronic notifications and waive their right to administrative appeals.
