Brazilian Senate visitor log legal dispute

Overview

A legal dispute has emerged regarding access to the Brazilian Senate’s entry and exit logs. The lawsuit, filed by Curitiba Councilman Guilherme Kilter, seeks to determine if several individuals—including Viviane Barci de Moraes, wife of Supreme Federal Court (STF) Minister Alexandre de Moraes; former banker Daniel Vorcaro; and Fábio Luís Lula da Silva, son of President Luiz Inácio Lula da Silva—visited Senate offices between 2019 and 2026.

The Senate had previously denied the request, arguing that the logs are protected personal data under the General Data Protection Law (LGPD). Following Minister Alexandre de Moraes’s recusal from the case due to the involvement of his wife, Minister Luiz Fux was appointed as the new rapporteur.

Minister Fux subsequently issued an order to Senate President Davi Alcolumbre, mandating that the Senate provide the requested information within ten days. In his ruling, Fux stated that the request “does not appear to violate privacy or personal information.”
