Brazilian states implementing free election transport
Overview
To facilitate voter movement during the second round of the 2026 elections on October 25, several Brazilian states have implemented free public transportation measures.
Initially, the states of Bahia and Rio Grande do Norte announced free services. In Bahia, Governor Jerônimo Rodrigues decreed free intercity buses, ferry-boats, metropolitan transport, and the metro. In Rio Grande do Norte, Governor Fátima Bezerra authorized free intercity road transport, while the city of Natal provided free municipal bus services. Subsequently, Ceará was added to the list, with State Law No. 19.056/2024 guaranteeing free urban, intermunicipal, and rail transport, including buses, vans, metro, and light rail vehicles (VLTs).
In Bahia, the ‘Vai e Vota’ operation was launched to manage the surge in demand. Governor Rodrigues issued a decree extending free intermunicipal bus services from the evening of October 23 until noon on October 26. To utilize these services, passengers must present identification and either a voter registration document or proof of voting location, and must provide proof of voting upon their return. By October 24, the Bahia government had issued 46,132 free intercity bus tickets, adding approximately 1,200 extra schedules to handle high volumes. Officials reported that passenger movement has approached levels typical of major holidays, causing some routes to reach operational capacity. The operation is being monitored by Agerba and Procon-BA.
