The trade dispute between the United States and Brazil over the Pix instant-payment platform has escalated. The U.S. Trade Representative (USTR) has launched a formal investigation under Section 301 of the Trade Act, alleging that the Central Bank of Brazil operates with a conflict of interest by acting as both regulator and operator. The USTR claims this creates a ‘national champion’ that disadvantages American firms like Visa, Mastercard, and WhatsApp Pay, labeling Brazilian digital commerce practices as ‘unreasonable’. This investigation serves as a justification for the proposed 25% tariff on certain Brazilian imports. Brazil maintains that Pix is an open public infrastructure designed for financial inclusion. Domestically, the system has solidified its leadership, reaching more than 170 million users. In the first half of 2026, Pix moved R$ 19.8 trillion, a 28% year-on-year increase. To combat rising fraud, the Central Bank implemented MED 2.0. As of September 1, 2026, the window for contesting potentially fraudulent transactions via the Special Refund Mechanism (MED) has been extended from 30 to 80 days. This regulation establishes two distinct 80-day windows: one for fraud victims to request a case opening, and another for legitimate recipients to contest improper returns. This allows merchants and service providers more time to gather documentation, such as invoices and delivery receipts, to prove a transaction was valid. The MED 2.0 update also enables improved tracking of funds as they move through various accounts to prevent fraudsters from hiding stolen money. To further mitigate security risks, the Central Bank has prohibited the inclusion of advertisements, commercial offers, or external hyperlinks in Pix payment receipts, effective March 1, 2027. Beyond domestic security, the Central Bank is pursuing internationalization through studies with the European Central Bank (ECB) to link Pix with the TARGET Instant Payment Settlement (TIPS) platform. Additionally, Caixa Econômica Federal has introduced a feature allowing installment payments via Pix for amounts between R$ 300 and R$ 50,000, subject to credit approval.
