Overview
In early July 2026 the U.S. Trade Representative issued a draft report accusing Brazil’s instant‑payment platform Pix of unlawful digital‑commerce practices and proposing a 25 % tariff on Brazilian imports. Brazil’s finance minister rejected the claim, emphasizing Pix’s non‑discriminatory, public‑infrastructure nature.
The IMF’s Financial Stability Assessment released later that month praised Pix for expanding financial inclusion, competition and digitalisation, while flagging supervisory shortfalls, cyber‑risk and the need for clearer oversight. It called for full financial and budgetary autonomy for the Central Bank of Brazil and a separation of its operational and supervisory roles, aligning with a Senate debate on a constitutional amendment to boost central‑bank independence.
In July 2026 the IMF reiterated its endorsement, noting Pix’s role in lowering credit costs and reducing concentration among traditional banks, and again urged stronger legal protections for regulators.
On 23 July the IMF and World Bank jointly highlighted Pix as a cornerstone of inclusion but warned that Brazil’s central bank still lacks sufficient autonomy, faces staff shortages and restrictive legal frameworks, and needs better cyber‑risk governance.
Two days later, the IMF’s assessment again lauded Pix while referencing a 25 % tariff imposed by former U.S. President Donald Trump that singled out Pix as a protectionist tool. Brazilian officials dismissed the tariff as unrelated to Pix’s design, reaffirming the platform’s openness to all licensed institutions and echoing earlier calls for greater central‑bank autonomy and formalised Pix supervision.
