Budapest municipal management and ownership transitions

Overview

In mid-2026, Budapest began a transition involving the transfer of school ownership to teachers and municipal authorities.

By August, a new legislative proposal from the Ministry of Transport and Investment sought to expand municipal control by returning the management rights of several key public spaces to the capital. While the state would retain ownership, the Budapest Municipality would gain authority over areas including Podmaniczky Square, Vörösmarty Square, Széchenyi Square, and József Attila Street. The proposal also aimed to return certain Danube-side properties in the 22nd District to the capital's management to facilitate unified development.

Additional measures in the draft legislation included updates to the National Hauszmann Program, specifically blocking the relocation of the Constitutional Court and revoking property transfers intended for a sports club in the 8th District to allow for government rental housing instead.
