Buenos Aires provincial political coordination and reform

Overview

Political activity in the Province of Buenos Aires has centered on internal Peronist coordination and legislative debates regarding local governance. Axel Kicillof, the Governor of Buenos Aires, and Máximo Kirchner, leader of La Cámpora, have reached a political agreement to reorganize the provincial Justicialist Party (PJ) to stabilize the organization.

Following a meeting in La Plata, the two leaders established a distribution of roles: Kicillof will maintain his leadership of the provincial PJ, while Máximo Kirchner will preside over the party's Congress, scheduled for November 21. This truce aims to reduce internal tensions between the governor's sector and the Kirchnerist faction regarding party leadership and future candidacies.

Simultaneously, political friction has intensified over proposed reforms to Law 15.315 (noted in recent reports as Law 14.836), which currently limits mayors, legislators, and councilors to two consecutive terms. Governor Kicillof and several mayors are advocating for changes that would allow for indefinite reelections, a move potentially affecting 82 local officials.

This proposal has drawn sharp criticism. The Frente Renovador, led by Sergio Massa, has formally rejected these changes, issuing a statement through Rubén Eslaiman that defends political alternation as a pillar of democracy. This stance has sparked criticism from local officials, including Ensenada Mayor Mario Secco, who labeled Massa’s position a “mamarracho” and accused him of hypocrisy for benefiting from previous re-election cycles. Additionally, Chivilcoy Mayor Guillermo Britos has challenged the Radical Civic Union (UCR), questioning if its mayors would refrain from running for office if the law is modified. The Libertarian party and the UCR maintain their opposition to the reform, denying any negotiations with the provincial government to facilitate the changes.
