Buenos Aires provincial transit pass distribution

Overview

Provincial and local officials in Buenos Aires have begun distributing Multimodal Free Passes (PLM) to vulnerable populations, including people with disabilities and transplant recipients. These credentials provide free public transportation to facilitate access to healthcare, education, and employment.

In Quilmes, Acting Mayor Eva Mieri and Transport Minister Martín Marinucci organized the distribution of 200 passes. Officials there alleged that the initiative was necessary to bypass administrative hurdles created by the national government, which they claim restricted provincial access to the National Registry of Persons (RENAPER) databases. They criticized the administration of Javier Milei, alleging that national policies fail to comply with the Disability Emergency Law.

Following the Quilmes operation, Minister Marinucci and Hurlingham Mayor Damián Selci led a similar distribution of 200 passes in Hurlingham. This effort brought the total number of credentials issued in that municipality to 2,200 during 2026. During the event, Marinucci emphasized the necessity of state intervention to guarantee legal rights and promote social inclusion in contrast to national government policies.
