Buenos Aires waste management labor disputes
Overview
Labor tensions in Buenos Aires have escalated regarding the city’s waste management and recycling services. Initially, recycling cooperatives organized by the Federación Argentina de Cartoneros, Carreros y Recicladores (FACCyR) protested new government tender specifications. These workers argued that new requirements for vehicle fleets and economic guarantees are designed for large corporations, potentially excluding cooperatives that have managed the city’s recycling for twenty years.
The conflict expanded to include the Camioneros union following the city government’s decision to exclude severance payments from new waste collection contracts. The administration of Jorge Macri stated it will not include these benefits in new bids, a move estimated to affect 200 million dollars. While the government maintains it will honor severance required under current contracts expiring in 2028, union leader Pablo Moyano has threatened strikes and marches to defend the practice of severance during concession changes.
