Bulgarian civil liability insurance regulatory changes
Overview
Bulgaria is implementing regulatory changes to its mandatory civil liability insurance market. In late 2026, officials announced the upcoming introduction of a ‘bonus-malus’ system scheduled for February 2027, designed to link premiums to driver behavior and reward clean records.
Following this, the Bulgarian Commission on Economic Policy, Investment and Industry approved amendments to the Insurance Code to increase policy flexibility. These amendments, introduced by Stefan Belchev of Progressive Bulgaria and a group of MPs, require insurers to offer terms shorter than one year—with a minimum of 30 days—for specific categories including motorcycles, mopeds, campers, caravans, slow-moving road vehicles, and self-propelled machines, as well as vehicles with temporary or transit registration.
The Bulgarian National Assembly officially approved these amendments following months of protests against rising costs. Under the new regulations, insurance companies are prohibited from refusing short-term contracts, allowing owners to opt for coverage spanning one, three, or six months. Plamen Danailov, Deputy Chairman of the Financial Supervision Commission, noted that insurers must comply once changes are published in the State Gazette or face sanctions. The updates also include revised regulations for the Guarantee Fund to enhance financial security and management. Despite the increased flexibility, some motorists expressed ongoing dissatisfaction regarding pricing, noting that even small 50cc mopeds can face high premiums of approximately 120 euros.
