Bulgarian parliamentary legislative activity

The Bulgarian Parliament resumed plenary sessions following a summer recess, initiating a period of significant legislative activity. Initial priorities included preparing the 2027 budget, managing the upcoming presidential election campaign, and addressing the election of a new Supreme Judicial Council.

Legislative focus also extended to defense and security, specifically regarding the ratification of agreements for minehunters from the Netherlands and Belgium, as well as updates on Stryker combat vehicles and Javelin anti-tank missiles.

Subsequent debates shifted toward opposition-led proposals. These included amendments to the Waste Management Act, potential changes to the VAT Law registration threshold, and discussions regarding Eurozone entry laws. Energy policy also emerged as a key topic, with proposals concerning exemptions from the European Commission ban on Russian oil and potential Black Sea oil and gas exploration.

Recent legislative actions have addressed both currency transition and environmental regulation. The National Assembly passed amendments regarding euro adoption, extending the deadline for companies to undergo capital redenomination from 12 to 36 months following the currency’s introduction, a move intended to push the requirement to the end of 2028 and reduce administrative burdens.

Furthermore, the Parliament approved changes to the Waste Management Act at its first reading. The proposed legislation seeks to transition from a licensing to a registration regime for waste management organizations, transferring certain control functions to the National Revenue Agency and Customs Agency. The bill also includes the removal of product fees for motor vehicles, with proponents arguing the changes will increase market competition, reduce corruption risks, and lower consumer prices for electronics and household appliances.
