Bulgarian pension administration and distribution

Overview

The Bulgarian government has implemented several measures regarding the administration and distribution of pensions. The National Social Security Institute (NSSI) announced that Bulgarian pensioners residing in non-EU countries without social security agreements with Bulgaria must submit annual “life declarations” to ensure continued payments. This process, which must be completed between November 1 and December 31, requires recipients to certify documents in person before consular services or via electronic means using qualified signatures.

Simultaneously, the Bulgarian Council of Ministers has extended the mandate for Bulgarian Posts to distribute pensions through its postal network until June 30, 2031. To support this public service, the annual cap for state aid to compensate the company for operational costs, such as security and cashier salaries, has been increased from 15 million euros to 20 million euros. While payment terms remain largely unchanged, certain groups, including those aged 68 and older or those with permanent disabilities, may request home delivery.
