California wildfire liability and refinery safety debates

California lawmakers are debating several regulatory and liability issues. Senate Bill 966, supported by unions, seeks to codify oil refinery safety rules to protect workers' rights to report hazards and refuse dangerous work. This proposal faces opposition from the Western States Petroleum Association, which claims it would override existing legal settlements.

Concurrently, Governor Gavin Newsom is pursuing a wildfire liability reform proposal. Critics, including insurers and wildfire survivors, argue the plan would shield utility companies from financial responsibility for fires caused by their equipment, potentially shifting costs to taxpayers and homeowners.

As the gubernatorial election approaches, Newsom is attempting to finalize a wildfire liability deal during his final legislative session. However, candidate Xavier Becerra has not participated in these discussions, a move described by Consumer Watchdog president Jamie Court as “unusual” since Becerra would inherit the outcome. Meanwhile, Republican candidate Steve Hilton has criticized the current administration’s climate initiatives, stating he intends to prioritize wildfire prevention if elected.
