Cameroon urban development and decentralization initiatives

Overview

Cameroon has initiated several programs aimed at modernizing local governance and urban infrastructure. The process began with the launch of the Strengthening Decentralization in Cameroon (REDECA) project in Bafoussam. Supported by the Agence Française de Développement, this project focuses on enhancing the capacity of local authorities and modernizing public services in Bafoussam, Bertoua, and Garoua. This included the inauguration of a new City Hall for the Bertoua Urban Community to improve service quality.

Building on these efforts toward decentralization, the government subsequently launched a National Action Plan for Smart City Development. Developed with UN-Habitat, this strategic roadmap seeks to transform major urban centers like Yaoundé, Douala, Bafoussam, and Garoua into sustainable, connected cities. The plan utilizes digital technology for urban management, fosters innovation through local startups, and aims to address rapid urbanization challenges, including housing deficits, traffic congestion, and land management issues.
