Canada Pacific Link pipeline designation

Overview

The Canadian federal government and the Alberta provincial government have designated the Pacific Link pipeline—previously referred to as the West Coast Oil Pipeline—as a project of national interest. This designation is intended to fast-track the approval process through a single federal regulatory review.

Prime Minister Mark Carney and Alberta Premier Danielle Smith have confirmed the project aims to transport approximately one million barrels of crude oil per day from Bruderheim, Alberta, to a deepwater port near Delta, British Columbia. The approximately 1,250-kilometre pipeline is designed to diversify Canadian trade and increase oil exports to Asian markets, thereby reducing economic dependence on the United States. The project is scheduled for completion by 2032.

The project, estimated to cost between C$35.2 billion and C$43.7 billion, will involve an ownership group including Trans Mountain Corp., the Alberta Petroleum Marketing Commission, and Pembina Pipeline Corp. Ownership of the infrastructure will be shared equally between the federal government and Alberta, with Indigenous communities offered a minimum 10 per cent ownership interest supported by government loan guarantee programs.

To mitigate environmental impact, the proposed route is intended to follow a southern path to protect sensitive ecosystems such as the Great Bear Sea. The project is expected to create approximately 140,000 construction jobs and generate significant long-term GDP and government revenue. In conjunction with this infrastructure development, the federal government announced a C$1.2 billion investment toward ocean protection and marine monitoring.
