Canada‑Benin diplomatic engagement

On 5 August 2026 Canada opened its first resident embassy in Cotonou, ending a 64‑year period of non‑resident diplomatic representation in Benin. Canadian Foreign Affairs Minister Anita Anand attended the ceremony, signing a memorandum of understanding on political and diplomatic consultations and pledging cooperation on security, trade, investment and regional issues such as maritime piracy. Bilateral trade was reported to have risen 77 % between 2024 and 2025, reaching about CAD 77.1 million.

Canada announced development assistance that includes more than CAD 25 million to modernise the Port of Cotonou, CAD 11.5 million for women’s leadership, clean‑energy and school‑meal programmes, and CAD 2 million for violence‑risk awareness and technical training. The embassy launch is part of Canada’s Africa strategy released in March 2025, which links foreign aid with economic partnerships aimed at countries poised for demographic and economic growth. Anand highlighted the trade‑development nexus, emphasizing the role of women in African workforces, expanding airline connections, and launching security and trade projects, while also noting ongoing talks with Côte d’Ivoire on updating an air‑transport agreement.

The initiative builds on Canada’s ties within the Francophonie and broader West‑African cooperation.
