Canadian federal housing and homelessness initiatives

The Canadian government has initiated several funding and policy measures to address homelessness and the housing crisis. Initial efforts included a $125 million investment to extend the Unsheltered Homelessness and Encampments Initiative (UHEI) through 2026, with $45.5 million directed toward ten municipalities in Ontario. Additionally, a joint funding effort of over $4.5 million was announced for Saint John, New Brunswick, to build 14 supportive housing units for at-risk youth, supported by the new federal agency Maisons Canada.

Following these investments, Federal Housing Advocate Marie-Josée Houle advocated for a human rights-based approach within the upcoming National Housing Strategy, specifically calling for the legal recognition of the right to housing and increased focus on Indigenous Peoples and persons with disabilities. Complementing these housing discussions, Minister Patty Hajdu announced $9.3 million for the Disability Benefit Navigation (DBN) program to help community organizations assist individuals with disabilities in accessing federal and provincial supports.

Recent reports from the Canadian Alliance to End Homelessness indicate that nearly a million more Canadians are at risk of homelessness due to a shrinking supply of affordable rental units. Advocates have suggested that a reimagined Canada Housing Benefit could potentially reduce homelessness by 60 per cent.

In Winnipeg, tensions have emerged between social service agencies regarding the management of homeless encampments. City councillors have accused the Main Street Project of interfering with efforts by St. Boniface Street Links to transition encampment residents into stable housing, with reports of clashes over outreach strategies and housing placement.
