Canton 10 renewable energy moratorium petition

In Canton 10, civil initiatives, NGOs, and citizen assemblies from Livno, Tomislavgrad, and Kupres have launched a petition seeking a five-year moratorium on permits for new renewable energy installations. The petitioners demand a halt to all permit-issuing activities at municipal and cantonal levels until pending lawsuits are settled, natural areas are identified, and protection studies are completed.

Specific demands include a new concession-allocation strategy with defined capacity limits, environmental criteria, and the creation of independent citizen monitoring bodies. Petitioners also requested a minimum concession fee of 15%, rejecting the government-proposed range of 2% to 10%.

In Tomislavgrad, the ‘Dosta je!’ (Enough!) petition has already gathered more than 1,100 signatures, meeting the legal minimum of five percent of registered voters. The Coalition for Responsible Democracy and Dignity (KOOD) intends to continue collecting signatures until reaching a 20 percent threshold required by the municipal statute. The initiative aims to protect water sources and pumping stations while resolving ongoing legal disputes.
