Five days later, on 28 July, Hoskinson shifted focus to technical advances, describing the upcoming Leios upgrade that aims to boost transaction throughput by roughly 60‑fold and improve scalability, interoperability, and on‑chain governance. He also highlighted the Midnight sidechain, which would let Bitcoin holders access DeFi services on Cardano without compromising Bitcoin’s security or privacy. While emphasizing these innovations, he reiterated optimism that supportive legislation such as the CLARITY Act could attract new capital to the sector.
