Pakayin noted that the 2018 convention facilitates cooperation across political, military, and environmental sectors, specifically highlighting its prohibition of military involvement by non-littoral countries to enhance regional stability.

Diplomatic activity is increasing, with Iran preparing to host a high-level conference in Tehran on September 23. In a recent briefing to the Iranian Parliament, Foreign Minister Seyyed Abbas Araghchi also addressed the convention regarding the legal status of the Caspian Sea. These efforts serve as precursors to a scheduled summit of Caspian Heads of State on October 9, 2026, in the Avaza National Tourist Zone.

Beyond legal cooperation, the sea serves as a strategic maritime corridor. Reports indicate that Russia and Iran are utilizing the sea to transport goods and military supplies, providing a route shielded from Western naval fleets and international sanctions.
