Castilla y León economic growth and 2027 budget details

Overview

The economy of Castilla y León grew by 2.9% in the second quarter of 2026, outperforming the eurozone and the Spanish national average. This growth was driven by a 4.4% increase in services, a 4% rise in manufacturing, and an 11.6% increase in capital investment, despite an 8.2% contraction in the primary sector due to inflation and poor harvests.

To address these conditions, President Alfonso Fernández Mañueco announced that the administration is finalizing the 2027 General Budgets. The regional government has introduced a draft law proposing 36 tax reductions intended to provide approximately 920 million euros in savings. If approved by regional courts, these measures are expected to take effect on January 1, 2027. Key fiscal reforms include lowering the regional personal income tax (IRPF) minimum rate from 9% to 8.75%, with a long-term target of 8%.

To support the rural economy, the plan proposes eliminating Property Transfer Tax and Documented Legal Acts Tax for the transfer of priority agricultural holdings and machinery. Furthermore, the 99% reduction in Inheritance Tax for agricultural holdings will be extended to a broader range of relatives, including cousins, uncles, grandparents, and great-nephews. Other measures include new deductions for youth housing savings, sports activities, and birth or adoption in rural areas.

Significant budget allocations also include 160 million euros for mobility services and 10 million euros for highway toll subsidies, contributing to a total mobility and transport infrastructure budget of 262 million euros. Social spending remains a priority, with 81% of the budget directed toward social services, totaling over 11.25 billion euros.
