Catalan regional infrastructure and mobility initiatives

The Catalan government has initiated several infrastructure and mobility projects aimed at improving regional connectivity and safety.

In August 2026, the Department of Territory, Housing and Ecological Transition launched a plan to improve road access in the Pyrenees and Aran Valley. Regional minister Silvia Paneque stated the measure seeks to “ensure the right to mobility for residents of the Pyrenees, a basic necessity that contributes to rooting the population and avoiding depopulation.” The project involves mapping public roads and identifying geological risks, with a goal of establishing emergency protocols by 2026 and full coordination by 2030.

By September 2026, authorities expanded focus to civil protection and public transit. The Civil Protection Commission of Catalonia approved a self-protection plan for Girona-Costa Brava Airport, while 20 other regional protection plans were rejected due to technical or resource deficiencies. Additionally, the Generalitat de Catalunya launched a new phase of a shock plan to bolster interurban bus services, allocating 21.5 million euros to mitigate instability in the Rodalies rail network. This includes increased service on the L63 line in the Baix Llobregat region.
