Catalonia waste collection controversy

In early July, residents of El Vendrell publicly pressed local authorities to address a buildup of street waste, flagging problems with municipal containers. By the end of the month, the issue had expanded across Catalonia. A resident of Sant Cugat reported a broken, dirty waste container lacking a pedal, while the municipality cited budget limits for not replacing it. In the neighboring Segrià region, councils opened sanction procedures against Urbaser, the primary waste‑collection contractor, after complaints that bags lingered for days and old trucks scattered litter. Several towns threatened to withhold payments until service standards improved, and council leaders said fines were being quantified. Urbaser, which began the contract in 2023, pledged corrective actions, citing summer schedule adjustments and vehicle breakdowns. The situation illustrates a widening municipal backlash against perceived deficiencies in Catalonia’s waste‑management system.
