Central American climate policy and justice initiatives

Overview

Central American nations are advancing legislative and diplomatic efforts to address climate change vulnerability.

Honduras has initiated congressional debates regarding a Framework Law Against the Effects of Climate Change. Introduced by Deputy Jonathan Laínez, the bill seeks to implement political, economic, and scientific measures to mitigate global warming impacts. The legislation aims to protect ecosystems and human rights while ensuring the country meets international commitments such as the Paris Agreement.

In Nicaragua, the government is organizing a Congress on Climate Justice to promote international advocacy for climate reparations. Minister of the Environment and Natural Resources Javier Gutiérrez stated the initiative intends to move ‘from science to action,’ highlighting the need for developed nations to compensate for damages. The congress focuses on financing for developing countries and mechanisms for loss and damage repair in preparation for the upcoming Conference of the Parties in Türkiye.
