Ceuta asylum claim trends
Overview
Authorities in the Spanish enclave of Ceuta have observed a significant rise in asylum applications citing persecution due to sexual orientation or sexual violence. Reports indicate these specific claims may account for between 70% and 90% of recent requests.
While many migrants, primarily from Morocco, initially cited economic factors such as unemployment, the focus of applications has shifted toward sexual orientation, which is a recognized ground for protection under Spanish law. Spanish Interior Minister Fernando Grande-Marlaska stated that applicants must provide “a reasonable proof of the determining circumstance” and “an objective and clear principle of proof” rather than relying on simple allegations.
There are ongoing concerns among police and authorities regarding whether migrants are being advised on how to frame their stories to increase the likelihood of obtaining protection. While police unions have noted that this does not prove systematic fraud, they have called for more thorough investigations. To date, approximately 1,200 international protection requests have been formalized, with only five applications based on sexual orientation having been approved.
