Challenges in the Brazilian education system

Overview

Brazil is experiencing systemic challenges within its public education system, characterized by rising insecurity, professional burnout, and a shifting workforce demographic.

Recent data highlights a severe mental health crisis among educators. A study by the Casagrande Social Institute, ‘O Estado do Professor Brasileiro 2026’, indicates that between two and three out of every three teachers exhibit symptoms of intense emotional burnout. This exhaustion is driven by long working hours, with 76.5% of teachers reporting they work regularly beyond formal schedules, and 68.9% struggling to mentally disconnect from work. Furthermore, OECD’s Education Panorama places Brazil 36th out of 38 countries regarding teacher satisfaction, with only 44% of educators expressing contentment. Key drivers include low salaries—with only 22% satisfied with their pay—and classroom management issues, as 89% of teachers report frequent student indiscipline.

These pressures are contributing to a significant exodus from the profession. In 2022, 10% of Brazilian educators left the field, exceeding the OECD average of 6.4%, and 12% of teachers intend to leave within the next five years. This occurs despite Brazil spending 4.4% of its GDP on education, though adjusted spending per student is approximately US$ 4,294, roughly one-third of the OECD average.

Structural issues also persist regarding workforce quality and demographics. Between 2024 and 2025, 9% of public basic education teachers lacked full qualifications, such as diplomas or pedagogical training, due to shortages in remote regions and in mathematics and natural sciences. While the number of early elementary teachers grew by 4% between 2015 and 2024, student enrollment fell by 7%. Additionally, the OECD projects the population of children aged 5 to 14 will decrease by 3% between 2024 and 2033.
