In late July 2026, Changhua City held its second Youth Leadership Camp for senior high‑school students, featuring interactive stations on leadership, critical thinking, and teamwork. The free, one‑day event builds on a 2020 pilot and reflects the city’s ongoing push to nurture civic‑engaged youth. Earlier that month, the Changhua County government completed a large‑scale school‑lighting upgrade, installing energy‑saving LEDs in over 5,000 classrooms with funding from the TSMC Charity Foundation. At the same ceremony, the county launched a Children Happy Growth Camp for low‑income and single‑parent families, expanding a tutoring program that began in 2000. Extending these efforts, the county held a groundbreaking ceremony for a new four‑storey long‑term care and welfare building in Minzu New Village. Funded jointly by the Ministry of Health and Welfare (NT$1.116 billion) and the county (NT$1.842 billion), the facility will serve the elderly, children, and people with disabilities, providing day‑care for infants, a resource centre, and dementia‑care spaces. In a parallel move, the county announced the results of the eligibility review for the Yuanlin Youth Housing program and scheduled a public lottery on 30 July. Of 1,064 applicants, 994 met the criteria; 42 one‑ to two‑bedroom apartments will be allocated through a transparent lottery. Furthering its social welfare infrastructure, the county also broke ground on the Xiabu Multi-functional Social Welfare and Long-term Care Building in Changhua City. With a budget of approximately NT$236 million, this four-story facility utilizes an intergenerational care concept to serve residents from ages 0 to 100. It will include a childcare center for 60 infants and a day care center for 48 elderly individuals with disabilities or dementia, expected to be operational by 2028.
