Child abuse investigations in the Netherlands

Judicial rulings and investigations in the Netherlands have highlighted significant issues regarding child abuse. In one instance, Dutch courts identified a pattern of systematic abuse involving at least twelve cases over a five-year period. These cases, characterized by extreme cruelty, have led experts to describe the crimes as a form of ‘child torture,’ despite the lack of an official legal definition for that term in the country.

One specific case in Stadskanaal, involving the long-term abuse of a six-year-old girl, has prompted public and political scrutiny regarding the effectiveness of youth care services.

Separately, Dutch authorities are investigating a 74-year-old man accused of sexual offenses against children at orphanages in Kenya. The investigation involves allegations of repeated sexual abuse and the production of child sexual abuse material dating back to 2011. While a previous investigation in Kenya resulted in an acquittal in 2023, Dutch prosecutors have expressed suspicion that bribes or threats may have influenced the withdrawal of witness statements. The suspect, who has a prior conviction for child abuse in the Netherlands from the 1990s, has been in custody since May.
