Child safety and kidnapping incidents in South America

Overview

Recent reports highlight separate incidents involving minors in Argentina and Uruguay. In October, a 15-year-old Uruguayan teenager was found alive in Campana, Argentina, following a coordinated international search by Argentine and Uruguayan security forces. A 37-year-old man was detained during the operation and is under investigation for suspected human trafficking after allegedly transporting the girl across the border.

In November, authorities in Ushuaia, Argentina, arrested 22-year-old Francisco Álvarez Ruiz for the attempted kidnapping of a 12-year-old girl. The incident occurred at the entrance of the Colegio Integral de Educación Ushuaia (CIEU) as the student was returning to school. Investigators state that Álvarez Ruiz traveled from Buenos Aires to confront the minor, whom he had allegedly been harassing through digital platforms.

Witnesses reported that the suspect intercepted the girl, grabbed her by the arm and shoulder, and attempted to kiss her against her will. The victim escaped with the assistance of classmates who helped her reach safety inside the school building. Following the failed attempt, the suspect allegedly pursued the students and attempted to force entry into the school by kicking a glass door.

He was detained by provincial police at the scene. The investigation, led by Judge Nicolás Barone, is examining charges of attempted kidnapping, grooming, threats, and property damage. During a judicial hearing, the defendant reportedly refused to testify. The prosecutor's office is currently evaluating whether to consolidate this case with previous grooming investigations.
