Child violence and sexual abuse in Angola

Overview

In Angola, officials reported 9,072 cases of violence against children during the first half of 2026. Data presented in Luanda indicated that 645 of these cases involved sexual violence, averaging nearly four reports per day. The total figures also include 2,415 cases of physical violence and 1,010 cases of psychological violence.

Paulo Kalesi, Director-General of the National Institute for Children (INAC), stated that 15% of sexual abuse perpetrators were religious leaders or pastors, some of whom have been detained. Officials noted that many abuses occurred within places of worship during services, vigils, and retreats held away from family supervision. INAC has called for increased church participation in the prevention, identification, and reporting of these crimes.

Dina Emiliana Mayimona, Secretary of State for Social Action, called for collective responsibility to ensure places of worship provide safety for children.

In a related legal development, the Lubango District Court has commenced the trial of Nelson Fernando Sampaio, known as ‘Prophet Israel’. Sampaio, leader of the Amor e Compaixão congregation, faces accusations of sexually abusing six young women, aged 15 to 16, between 2022 and 2025. While Sampaio admitted to being alone with the victims on several occasions, he denied the sexual allegations, claiming he was being persecuted by political and religious rivals.
