Chile’s demographic transition is accelerating. The 2024 census shows people aged 65 and older now comprise 14% of the population, up from 6.6% in 1992, while the share of those under 15 has fallen to 17.7%. Abandonment cases rose 25% between 2023 and 2025, most perpetrated by the victims’ children. Vaccination coverage for seniors in the Viña del Mar-Quillota-Petorca region is only 58%, far below the national 85% target.

Experts argue that pensions are insufficient, long-term-care services fragmented, and caregiving responsibilities fall disproportionately on women. A growing housing crisis further complicates this transition; home ownership among those aged 60 or older has declined from 86.4% in 2006 to 75.4%. Additionally, housing unaffordability—defined as spending more than 30% of income on housing—nearly doubled from 2.8% to 5.3% between 2011 and 2024. Many seniors face precarious living conditions, as they are often too old to access mortgage credit yet lack the income to afford formal rentals.

Recent reports highlight a structural shift where an increasing number of elderly citizens face housing insecurity. Furthermore, Chilean housing subsidies face geographic limitations, as benefits are often tied to new constructions, which are scarce in certain municipalities.
