Senator Esteban Velásquez (FRVS) criticised the measure as a form of “money‑laundering” of illicit gambling, drawing parallels with past political‑financing scandals. The debate highlighted that roughly 30 % of Chileans gamble online, leaving an estimated US$94 million in unpaid taxes.

On 27 July 2026 the Senate revived debate on the draft law amid organized opposition from casino interests. Former Justice and Security Minister Luis Cordero was hired by casinos to challenge the IRS decision allowing betting sites to register and pay VAT. Online operators formed three groups – a coalition led by Carlos Baeza, a new association backed by Betano, and the AgruGaming guild headed by former casino superintendent Francisco Leiva. The Treasury estimates the framework could generate about US$300 million annually, while the Ideas Republicanas party warned of youth gambling addiction and illicit financing. The charitable Polla Chilena de Beneficencia proposed limiting operation to already regulated actors. Operators such as Betsala have begun adjusting promotions to align with the anticipated licensing regime.
