Chile port expansion disputes

Overview

In early July 2026 the debate over Chile’s major new port project intensified. New head of the San Antonio Port Company, Sergio Merino, argued that the existing Valparaíso facility was already overstressed and pushed for a US$4.5 billion San Antonio megaport, citing lower unit costs and immediate capacity needs. A study from the Maritime and Port Chamber, however, suggested the expansion would not be required until 2045, highlighting a tension between short‑term efficiency and long‑term planning.

Senator Karim Bianchi of Magallanes pressed the president of Empresa Portuaria Austral (EPA) for details of its investment portfolio, warning that Ministry of Finance cash‑flow pressures could jeopardise key regional projects such as the Mardones and Prat dock upgrades and infrastructure for green‑hydrogen and Antarctic logistics. He demanded full board minutes for the first half of 2026, a prioritisation list of works and a transparent account of any international loans under review.

On 31 July, environmental group Greenpeace lodged a formal claim with Chile’s Committee of Ministers to review the environmental approval granted to the Puerto Exterior de San Antonio project. Greenpeace argues the approval ignored citizen observations, threatens the Maipo River basin and surrounding communities, and that the 2020 environmental study was incomplete. The port operator, Empresa Portuaria San Antonio, has also appealed, seeking to reduce the environmental requirements imposed by the authority.
