Chilean child welfare and protection developments
Overview
Chile has introduced the ‘Chile Cuida a los Niños’ plan, a roadmap through 2030 designed to improve child welfare. A key component of this initiative is the ‘Crecer en Familia’ program, which aims to transition children under four years old from residential care into family environments. Recent data shows that more children have exited care than entered for the first time in recorded history, with 180 children leaving residences this year.
However, child protection services have recently faced scrutiny. In the La Araucanía region, Jaime Millar Cisternas, the regional director of the Specialized Service for the Protection of Children and Adolescents (Mejor Niñez), is under investigation. He was reported to the Comptroller General of the Republic following allegations that he acted as a private lawyer in a family court hearing shortly after assuming his public office. The executive branch is reviewing the case to investigate potential breaches of administrative probity or conflicts of interest.
