Chilean public employment and administrative reform

Local municipal activities in Chile, such as hiring contests in Putaendo and staff representative elections in Valparaíso, preceded a broader national movement toward administrative change.

The Chilean government has since initiated discussions for a comprehensive public employment reform. The Ministry of Finance has established an advisory commission of twelve specialists tasked with proposing solutions to systemic issues, including fragmented labor regimes, ineffective performance evaluations, and an overreliance on political appointments. The reform aims to transition the state toward a model focused on merit, responsibility, and public value.

To advance this modernization, the government has formally launched a ministerial advisory commission composed of 12 experts, which is tasked with delivering proposals within 120 days. A primary focus of the commission is the 1989 Administrative Statute, which is described as an “excessively rigid regime” that no longer meets contemporary needs.

Data indicates that permanent staff positions currently represent only about 20% of central government employment, with contract-based, fee-based, and labor code-based roles becoming the standard. This shift has reportedly undermined merit-based career advancement. Proposed solutions under consideration include separating political advisors from career civil servants, establishing merit-oriented entry systems, rethinking evaluation methods, and creating new dismissal and severance mechanisms. While technical diagnoses are widely shared, previous attempts by different administrations to implement these changes have failed.
