China AI integration in commerce and finance
Overview
China is expanding the practical application of artificial intelligence across key economic sectors. In October 2026, nine government departments, including the Ministry of Commerce, issued 18 measures to integrate AI into retail, logistics, and consumer services. This initiative, part of the “AI Plus” strategy, focuses on smart warehouses, unmanned delivery, and product customization to link technological innovation with the real economy.
By November 2026, the focus extended to the financial sector. A report to the Standing Committee of the National People's Congress indicated plans to use AI for financial regulation and services to strengthen supervision and support the real economy. This follows earlier June 2026 guidelines from the National Financial Regulatory Administration regarding AI in banking and insurance, which emphasized risk management, data handling, and the requirement for human oversight in high-risk functions.
