China-Brazil beef trade quota and tariff dispute

Overview

China has implemented a 55% additional tariff on Brazilian beef imports after Brazil reached its annual export quota of 1.1 million metric tons. This surcharge, effective October 1, brings the total tax on beef exceeding the quota to 67%. The measure was previously announced by the Chinese Ministry of Commerce to protect its domestic livestock sector.

In response to the quota exhaustion and the high cost of additional sales, the Brazilian meat industry is preparing for the next sales period starting in January. Industry experts suggest that high production volumes may cause the 2027 quota to be exhausted even earlier than in 2026.

While engaging with Chinese buyers at international food industry events, the Brazilian Association of Meat Exporting Industries (Abiec) and other sector representatives are also looking to diversify exports toward markets in Malaysia, Indonesia, Africa, and the Middle East.
