China-Colombia earthquake relief and diplomatic coordination

Following a devastating earthquake in Colombia on August 10, the Chinese government delivered emergency humanitarian relief to Bogotá on August 18. The shipment included generators, water purification vehicles, disinfection machines, solar lighting, tents, and blankets, alongside immediate cash assistance for reconstruction.

By August 26, diplomatic tensions emerged regarding the coordination of international aid. During a meeting at the Inter-American Development Bank headquarters, Chinese Ambassador Zhu Jingyang questioned why China was not invited to a session organized to present the humanitarian situation. The Ambassador stated, “When [one] speaks of ‘thanking the international community’, a large part of it is not invited.”

Colombian Vice President José Manuel Restrepo responded by clarifying that the meeting was convened by the International Cooperation Group (GRUC), a body of approximately 25 donor countries and multilateral organizations that does not include China. Restrepo emphasized that Colombia values China’s support and urged the use of established diplomatic channels for such inquiries.
