Overview
China is implementing multi-layered strategies to stimulate domestic consumption, ranging from transport-driven tourism to large-scale fiscal support for commodity markets.
Initial efforts leveraged the railway sector to drive summer travel. By adjusting high-speed train schedules and collaborating with business districts and scenic spots, authorities helped drive significant spending. In the first half of the year, tourism-related train trips increased by 84.8% year-on-year, while the sale of multi-segment tourism tickets rose twentyfold, contributing 4.44 billion yuan in consumption along rail lines.
To reach broader demographics, nine government departments unveiled a plan to boost consumption in lower-tier markets, such as counties and rural areas, which house approximately 70% of the population. This initiative includes upgrading retail infrastructure, encouraging brand expansion through simplified licensing, and integrating commerce with culture, tourism, and sports. The plan also seeks to repurpose idle assets for elderly care and childcare services.
Expanding on these efforts, seven government departments issued a directive to cultivate trillion-yuan markets in green, intelligent, and health-related sectors by 2030. This includes boosting durable goods consumption, such as automobiles and home appliances, by removing unreasonable purchase restrictions. To fund these transitions, China plans to allocate approximately 250 billion yuan in ultra-long-term special treasury bonds for consumer goods exchange programs, alongside a 100 billion yuan special fiscal-financial coordination fund.
