China accelerates domestic software substitution transition

China is accelerating its transition away from Microsoft Windows within government agencies and state-owned enterprises. The Ministry of State Security has directed state-affiliated entities to accelerate the removal of Microsoft Windows from government desktop computers, moving the retirement timeline for the specialized ‘Windows 10 China Government Edition’ forward to 2026. This is significantly earlier than the previously scheduled 2027 phase-out.

This specialized software was a joint venture between Microsoft and the state-owned China Electronics Technology Group via C&M Information Technologies. Although designed to meet local security requirements through centralized control and local encryption, the directive reflects increasing concerns regarding data security and reliance on foreign-origin codebases.

The move aligns with Beijing’s ‘Xinchuang’ strategy to achieve software autonomy and reduce technological dependence on foreign providers. Government-affiliated entities are being directed toward domestic alternatives, primarily Linux-based distributions such as UnionTech’s UOS and Kylinsec. While Huawei is developing HarmonyOS 2 as a potential PC platform, Kylin OS and UnionTech OS (UOS) remain the primary mature desktop options ready for large-scale institutional deployment.

The transition is expected to encounter technical hurdles, including the necessity for application testing, driver validation, identity system integration, and staff retraining. Following these directives, shares of domestic vendors, including Kylin Software, UnionTech, and Tongxin Software Technology, have seen significant increases on the market.
