China economic data and technology policy
Overview
In late July, Chinese authorities focused on technological advancement and economic indicators. The State-owned Assets Supervision and Administration Commission (SASAC) held meetings in Beijing to emphasize boosting enterprise technology-innovation capabilities and strengthening collaboration on core technologies as part of ongoing state-owned-enterprise reforms.
Following these developments, the National Bureau of Statistics released July economic indicators that confirmed a significant slowdown. Industrial output growth fell to 4.5% year-on-year, a deceleration from the 5.3% recorded in June and below the expected 4.8%. Retail sales also underperformed, growing only 0.6% against a 1.5% forecast, a decline attributed to weak domestic demand and extreme weather. This stagnation highlights the ongoing struggle to stimulate household spending despite government trade-in subsidies.
Investment figures showed significant weakness, with fixed-asset investment contracting 6.7% year-to-date, exceeding the anticipated 6.2% decline. This was largely driven by a 19.2% plunge in real estate development investment, underscoring the persistent crisis in the property sector.
While high-tech manufacturing remained a bright spot with 13.8% growth over the first seven months, the combination of stalling consumption, declining investment, and a rising urban unemployment rate of 5.2% in July has increased pressure on the People’s Bank of China to implement monetary easing measures.
