China-Laos military cooperation at Ban Keun Airport
Overview
China has established a military presence at Ban Keun Airport in northwestern Laos through the creation of the ‘China-Laos Joint Support and Training Center’ and the ‘China-Laos Friendship Aviation Academy.’ The facility, located approximately 50 to 64 kilometers north of Vientiane, features a modernized 2,000-meter runway, taxiways, and an apron capable of parking 22 aircraft.
The Chinese Defense Ministry stated the base began operations in late September and is intended to ‘strengthen the training and development of Laos air force pilots,’ asserting the facilities are ‘not directed against any third party’ and are meant to ‘promote regional peace and stability.’
Satellite imagery has identified significant infrastructure and rapid construction activity at the site. Observations include approximately eight aircraft, identified as likely Chinese-Pakistani Hongdu JL-8 (K-8) training and light-attack jets, alongside more than two dozen support vehicles.
This development marks the first overseas military facility that China has openly acknowledged, distinguishing it from previous operations in Djibouti and Cambodia. While officially designated for aviation training and bilateral military cooperation, the development has drawn scrutiny from analysts. Concerns have been raised regarding the potential for a long-term Chinese military and logistical presence in mainland Southeast Asia, shifting regional strategic dynamics from a primarily maritime focus to include increased aerial capabilities and logistical access.
