China-Meta Manus acquisition reversal

Overview

The Chinese government intervened to force Meta Platforms to reverse its $2 billion acquisition of the AI startup Manus, which was originally completed in December 2025. The intervention followed an April order from China’s National Development and Reform Commission investigating potential breaches of foreign investment and technology export regulations. The Commission reportedly viewed the deal as an attempt to undermine China’s domestic technology base.

Manus, an “AI action assistant” developed by Butterfly Effect, had previously relocated its headquarters to Singapore to facilitate expansion into Western markets. Following the forced reversal, Manus will return to independent operations. To facilitate the separation, a group of former investors, including Tencent, and the Manus management team are expected to repurchase the company from Meta at the original $2 billion valuation.

As part of the separation process and to meet regulatory requirements, the company will delete certain user data generated since the acquisition was completed. Affected users have been notified and provided a window to back up their data before the deletion occurs in late August 2026. Meta has already begun isolating Manus staff and tools from its internal systems.

The situation has drawn attention to regulatory scrutiny regarding tech investments and the practice of firms relocating to Singapore to navigate regulations. Reports indicate that Manus leadership has faced scrutiny in China, with co-founder Xiao Hong and chief scientist Ji Yichao remaining unable to leave the country since a summons in March regarding the investigation into the sale.
