China is advancing its rural revitalization strategy through a combination of digital commerce, supply chain improvements, and institutional reforms.

Initial efforts have focused on practical economic drivers, such as the development of specialized e-commerce infrastructure. In Henan Province, local authorities have established dedicated e-commerce parks and trained “Red Agriculture Live-streaming Hosts” to reduce reliance on third-party fees. Additionally, private sector initiatives like JD.com’s “JD Sheep Season” are utilizing advanced supply chains to connect remote livestock producers in regions such as Inner Mongolia and Xinjiang directly to consumers.

Parallel to these commercial developments, the revitalization effort includes broader structural and theoretical shifts. Research indicates that digital intelligence and land reforms are playing critical roles. Specifically, the joint reform of the hukou (household registration) and homestead systems is transitioning rural property rights toward a market-oriented model, altering how land is utilized by migrating populations and integrating rural construction into the broader framework of Chinese modernization.

Recent developments indicate a shift toward enhancing public services and grassroots governance under the upcoming “15th Five-Year Plan” framework. The government aims to transition from basic coverage to high-quality shared services by using county-level hubs to coordinate education, healthcare, elderly care, and cultural facilities. Strategies include ensuring services follow population movements, particularly for migrant workers, and utilizing big data and artificial intelligence to improve efficiency. In Zhejiang Province, integrated transport and mobile models are being used to optimize delivery in remote areas. Furthermore, governance is being modernized through the “Fengqiao Experience,” which focuses on resolving social contradictions locally via county-level governance centers and technologies like drones.
