Overview

In early July, Chinese officials highlighted a deepening partnership with Vietnam and launched a Global Civilization Dialogue Initiative, underscoring Beijing’s drive to expand diplomatic ties through cultural exchange.

Later in July, China marked the five‑year anniversary of President Xi Jinping’s Global Development Initiative (GDI) at a high‑level summit in Beijing co‑hosted with United Nations agencies. Foreign Minister Wang Yi reported that the programme now enjoys support from more than 130 countries and organisations, has mobilised over US$23 billion, launched 1,800 joint projects, trained more than 200 000 individuals and created a “Friends of the GDI” network of 88 nations. He emphasized alignment with the UN 2030 Agenda and the expansion of AI cooperation through the newly‑formed World Artificial Intelligence Cooperation Organization.

Wang also noted roughly 100 cooperation agreements signed under the GDI and reiterated China’s commitment to financing, technology transfer and capacity‑building for developing nations. The Politburo outlined domestic economic priorities for the second half of 2026, calling for stronger domestic demand and risk mitigation, and announced the upcoming fifth plenary session of the 20th Central Committee.

China condemned recent U.S. Department of Defense sanctions on Chinese scientific institutions and criticised what it called discriminatory security measures. Meanwhile, the EU and China advanced their trade and investment dialogue, describing their relationship as a “stable and balanced key commercial partnership” and scheduling a follow‑up meeting in the autumn. The People’s Liberation Army’s Southern Theater Command conducted routine air and naval patrols in the South China Sea, warning the Philippines against joint operations with extra‑regional partners.
