Chongqing has announced its “Fifteenth Five-Year” Modern Integrated Transportation System and Logistics Development Plan for the 2026–2030 period. The city intends to position itself as a national transportation pole and an international logistics hub linking Chinese, European, and ASEAN markets.
The strategy focuses on a “1-2-3” connectivity model, aiming for one-hour access to the Chengdu-Chongqing dual core, three-hour access to provincial capitals, and six-hour reach to major cities such as Beijing, Shanghai, and Guangzhou. Logistics goals include one-day domestic delivery and three-day delivery to major global cities.
To achieve this, the plan integrates ten major networks, including rail, road, water, aviation, and low-altitude transport. Infrastructure priorities involve completing major tunnels and bridges to reduce travel times and expanding rail mileage beyond 800 kilometers, with a goal of having rail account for 60% of public transport by 2030.
