Overview
Chubu Electric Power has faced multiple allegations of data falsification and financial misconduct regarding the Hamaoka Nuclear Power Plant. Initially, the company admitted to improper procedures involving the decommissioning of Units 1 and 2. Investigations revealed that reports provided to the Nuclear Reprocessing and Decommissioning Facilitation Organization (NuRO) were altered to make construction progress appear “in line with the plan,” including the manipulation of figures such as the weight of dismantled equipment.
The scandal expanded to include the falsification of seismic design data used to seek regulatory approval for restarting Units 3 and 4. This misconduct, which allegedly dates back to 2012, led the company to withdraw its safety review applications.
As a result of these compounded regulatory and reputational challenges, including separate issues regarding customer overcharging, Chubu Electric’s top leadership—President Kingo Hayashi and Chairman Satoru Katsuno—announced their intention to resign. The Nuclear Regulation Authority has suspended safety reviews for the affected reactors while investigations continue.
