Cimtra evaluation of Mexican local congress transparency
Overview
The civil society collective Ciudadanos por Municipios Transparentes (Cimtra) released its 2026 evaluation of transparency levels within Mexico’s local congresses. This assessment marks the first measurement following the implementation of the March 2025 General Law of Transparency and Access to Public Information, which replaced autonomous bodies with government-level “guarantor authorities” and expanded grounds for denying information.
The evaluation revealed significant disparities between state legislatures. The Sinaloa State Congress was identified as one of the five most transparent, scoring 75.6 percent—a notable increase from previous years. In contrast, the Tamaulipas Congress received a “Low” rating of 25.3 percent, ranking 29th out of 32 evaluated congresses.
Cimtra reported a general national decline in legislative transparency, with the national average falling to 43.4 percent from 46.5 percent in 2022. While information on legislative composition is generally accessible, the study noted that details regarding budget management and performance oversight remain difficult for the public to obtain.
