The Human Rights Commission of the State of Mexico (CODHEM) has expanded its institutional scope and outreach through new protocols and preventive actions. In July 2026, the commission introduced animal welfare protocols, including a specific care plan for its adopted dog, Brownie, and a broader model for public institutions. CODHEM president Víctor Leopoldo Delgado Pérez noted that these measures aim to recognize animals as sentient beings, imposing ethical and legal duties on public bodies to foster a culture of respect and responsibility. By August 2026, CODHEM reported significant reach in its human rights activities for the year. Between January 1 and August 10, the commission conducted 3,472 preventive actions—including training and awareness activities—benefiting 176,250 people across 113 municipalities, achieving 90.4 percent territorial coverage. Women comprised 57.7 percent of these beneficiaries. As of August 24, 2026, CODHEM has opened 3,381 complaint files regarding alleged human rights violations and provided 11,001 services, including mediation and orientation. The most frequent complaints were directed at the State of Mexico Attorney General's Office (850), municipal governments (770), and the General Directorate of Prevention and Social Reintegration (564). During this period, the commission issued six recommendations to various entities, including the Toluca and Atlacomulco City Councils, the State of Mexico Integrated Educational Services (SEIEM), and the State Attorney General's Office, proposing measures for reparation and the prevention of future violations. On September 8, 2026, CODHEM held its first inter-institutional service day in Tejupilco to decentralize services and reduce bureaucratic barriers. Led by President Víctor Leopoldo Delgado Pérez, the initiative provided legal advice, gender violence orientation, land tenure regularization, and birth certificate assistance, alongside health services such as vaccinations and HIV testing.
